Work at Height Regulations under review. - 28/08/2009
The UK Parliament has launched post-implementation reviews of some existing legislation, including the Work at Height Regulations.
The study aims to assess the degree to which the legislation introduced by government departments is actually working as anticipated, i.e. have there been fewer accidents since the Work at Height Regulations came into force?
The House of Lords Select Committee on the Merits of Statutory Instruments welcomes comments on how parties have been affected by the regulations and invites them to address the following questions:
- Was the legislation easy to understand and apply to there situation.
- Did it cost them more or less to implement the legislation than the department, in this case the Health & Safety Executive (HSE), had suggested?
- Did the legislation achieve its stated objective?
- Were there any unintended consequences, or problems with the way the legislation worked?
- Now that they have experience of the legislation, can they suggest ways in which it could be simplified or made to operate more cost-effectively?
- Are they aware of any arrangements that would enable them to give feedback on their practical experience of the legislation to the HSE, the department that issued it?
The deadline for submitting written evidence is 11 September 2009. IPAF is contributing to the review and encourages its members to send comments directly to the Committee or to IPAF technical officer Gil Male.
